The details are notable:<\/p>\n<blockquote><p>Oman\u2019s proposal is partly modeled on arrangements in the Straits of Malacca and Singapore, an Asian waterway where a private foundation collects voluntary contributions for safe navigation, the regional diplomat said.<\/p><\/blockquote>\n<p>The question is how &#8216;voluntary&#8217; the contributions will be as the diplomat said they wouldn&#8217;t me mandatory and an Iranian official said they would be.<\/p>\n<p>The notable development here is that Oman appears to be aligning itself with Iran on this issue, or at least in the middleground.<\/p>\n<p>As recently as last week, US President Trump called the idea of collecting tolls or fees for passage through the strait \u201cunacceptable.\u201d The 60 day ceasefire includes no tolls but says that Iran and Oman should start a &#8216;dialogue&#8217; about what happens afterwards.<\/p>\n<p>Europe appears to be more constructive. The report says:<\/p>\n<blockquote><p>Although European countries are displeased with the idea of the fees,<br \/>\nthey are now focused on making sure it is at least done in a way that<br \/>\ndoes not violate international law, the diplomats said. Voluntary fees<br \/>\ncould satisfy that requirement.<\/p><\/blockquote>\n<p>WTI crude oil is down 13 cents to $70.60 today and has fallen dramatically in June as the ceasefire largely held. Even the latest weekend attack from Trump only served to underscore that he doesn&#8217;t want to return to a real war and is scared of boosting oil prices before the midtterms.<\/p>\n<p>Less clear is when two-way traffic will return to Hormuz. Stranded ships are escaping the region but few are returning to reload in fear of becoming trapped again.
