John Healey has been announced as the new Chancellor of the Exchequer.\u00a0 This is a surprise as Shabana Mahmood was considered the favourite to become Burnham’s chancellor. <\/p>\n

Who he is: Healey is one of Labour’s most experienced hands. He was PPS to the Chancellor (Gordon Brown) from 1999-2001 and a minister continuously from 2001-2010, serving as Adult Skills Minister, Treasury Minister, Local Government Minister and Housing Minister \u2014 so he has direct Treasury experience, having served as Economic Secretary and then Financial Secretary under Blair and Brown. More recently, he served as Defence Secretary from July 2024 until his resignation on 11 June 2026. His resignation last month now looks like positioning ahead of Burnham’s leadership win \u2014 he was among the first arrivals at Downing Street today. There’s a nice historical echo, too: Denis Healey (no relation) followed the exact same Defence-to-Treasury path in 1974. <\/p>\n

What to expect: The early signals point to a more interventionist, spending-oriented Treasury than under Reeves. Burnham has promised a 10-year plan, cost-of-living measures starting tomorrow, an end to “rough sleeping”\/homelessness, and more council homes, and he told Trump he’d focus on “reindustrialisation up and down the country to ensure good growth in every postcode”. Healey’s long history in housing and local government fits that agenda well, and given his defence background, expect defence spending to stay protected.<\/p>\n

The big open question is fiscal credibility. UK government bond yields moved sharply higher following the announcement of Reeves’s departure, as investors assess the future direction of fiscal policy \u2014 markets viewed Reeves’s fiscal rules as an anchor, and Healey’s first task will be convincing gilt investors that Burnham’s more expansive agenda won’t blow out borrowing. Watch for whether he keeps or loosens the fiscal rules, and how quickly a Budget or emergency statement lands. <\/p>\n

Worth noting he was a somewhat surprising pick \u2014 as of this afternoon, Shabana Mahmood was considered the favourite to become Burnham’s chancellor. Choosing Healey suggests Burnham wanted a steady, experienced figure rather than a factional statement. Since this is only hours old, expect much more detail in the coming days.<\/p>\n

The GBPUSD is bouncing modestly after falling below the 200 hour MA at 1.34243 recently. The low price reached a low of 1.3414. The current price is at 1.34296.\u00a0 The price low stalled ahead of a key cluster of technical levels defined by the 100 and 200 day MAs and the 38.2% of the move up from the June 24 low. All those levels came in at 1.33976.\u00a0<\/p>\n
