What was said<\/p>\n

A Bitcoin Archive post on X this week ran under the banner “$200K+ BITCOIN INCOMING”, relaying a claim that U.S. Senator Bill Hagerty says the Strategic Bitcoin Reserve may start buying BTC “very soon” once crypto market rules are settled.<\/p>\n

The short answer: the US government has no authority to buy bitcoin on the open market today, the market rules in question stalled in the Senate in September, and “very soon” has been the reserve’s estimated time of arrival for the better part of 18 months.<\/p>\n

Bitcoin traded around $81,000 on Wednesday, roughly 28% below its level a year earlier. Getting to $200,000 would take a gain of about 2.5 times. That is a lot of weight to hang on one conditional sentence relayed by a social media account.<\/p>\n

What the reserve actually is today<\/p>\n

President Trump created the Strategic Bitcoin Reserve by executive order on March 6, 2025. It is stocked with bitcoin the government already owns, mostly coins forfeited in criminal and civil cases such as the Silk Road takedown and the Bitfinex hack recovery.<\/p>\n

Estimates of the holdings vary by tracker, from about 198,000 BTC to roughly 328,000 BTC. At current prices the upper estimate is worth around $26 billion.<\/p>\n

Two rules matter for traders. The order bars the Treasury from selling reserve coins. Any new additions must be budget neutral, so no taxpayer money can be spent buying bitcoin on the open market.<\/p>\n

In other words, the reserve is a vault with a lock on the exit and no cash at the entrance.<\/p>\n

Why the market rules condition misses the point<\/p>\n

The market rules in question are most likely the CLARITY Act, the crypto market structure bill Hagerty has pushed hard all year. It passed the House in July 2025 and cleared the Senate Banking Committee 15 to 9 in May 2026. On September 15 it failed a procedural cloture vote 49 to 50, eleven short of the 60 needed to open debate, after Democrats said their ethics demands over crypto profits made by the president’s family had not been met.<\/p>\n

Even if CLARITY passed tomorrow, it would not give the Treasury a budget to buy bitcoin. CLARITY decides which regulator oversees which crypto assets. Authority to buy would have to come from separate reserve legislation.<\/p>\n

The main House vehicle is the American Reserve Modernization Act (H.R. 8957), introduced in May by Representative Nick Begich with Democrat Jared Golden as co-sponsor. It would lock reserve coins away for at least 20 years and require quarterly proof-of-reserve reports. It does not provide for open-market purchases with appropriated funds. Instead it asks the Treasury to study budget-neutral options, such as revaluing the Federal Reserve’s gold certificates at market prices.<\/p>\n

So the condition attached to “very soon” is both stalled and, for buying purposes, the wrong one.<\/p>\n

In fairness, none of these statements has been proven false. The reserve may yet buy bitcoin very soon. It is just that “soon” in Washington appears to run on a different clock from “soon” on crypto X, and the most recent official word put any buying behind an inventory check.<\/p>\n

The calendar is not helping either. US midterm elections fall on November 3, and contested crypto legislation rarely speeds up in an election season.<\/p>\n

Holding is not buying<\/p>\n

This distinction is the lesson worth keeping. Before the 2025 order, US authorities regularly sold forfeited bitcoin, adding supply to the market. The no-sale rule ends that for reserve coins, which removes a potential source of selling pressure. That is a real, if modest, positive.<\/p>\n

Not selling is still different from buying. Only an active purchase programme would add new demand, and that needs either a budget-neutral funding method nobody has yet unveiled or a new law from Congress. Bitget chief executive Gracy Chen said in August she does not expect US open-market buying for at least the next two years.<\/p>\n

The “$200K incoming” framing skips that step entirely. It treats a conditional remark about a possible future programme as if the purchase orders were already sitting in the queue.<\/p>\n
