That should support the yen near 157.8 per dollar, push short-dated JGB yields higher and firm December hike pricing from around 80%. Oil sits at the centre of the forecasts. The bank assumes Dubai crude falls from about $105 to $70, so a sustained rise in prices tied to the Iran conflict would add to the upside risk to inflation. Faster ETF sales add modest supply for Japanese equities from 2027, though a 43-year horizon keeps the annual impact small.

-The Bank of Japan has all but declared victory over deflation, and its own forecasts now say inflation is the bigger risk.

Summary:

, 0630 GMT, in an 8-1 vote; Takata proposed a hike to 1.5%

The Outlook Report says underlying inflation is generally consistent with the 2% target and expected to stay there

Risks to prices are skewed to the upside, while risks to activity are generally balanced

FY2027 core CPI forecast raised to 2.6% from 2.4%; FY2026 unchanged at 2.5%, FY2028 at 2.0%

Real GDP is seen at 0.7% in FY2026 and FY2027 and 0.8% in FY2028

ETF sales will rise to about 860 billion yen a year from January 2027, cutting the disposal timeline to about 43 years from about 112

The Bank of Japan said underlying inflation is now generally consistent with its 2% price stability target, a long-awaited declaration that strengthens the case for further rate hikes. It kept its policy rate unchanged at 1.25% on Friday.

In its quarterly Outlook Report, the central bank said underlying consumer price inflation is at a level broadly in line with the target and is expected to stay around there. It pointed to a persistent sense of labour shortage, an interaction between rising wages and prices, and medium- to long-term inflation expectations of about 2%. The bank described the risks to prices as skewed to the upside. It warned that inflation expectations could rise and push underlying inflation above target as firms increasingly lift wages and prices.

The board’s median forecast for core inflation, which excludes fresh food, was raised to 2.6% for fiscal 2027 from 2.4% previously, reflecting the rise in crude oil prices since the summer. The fiscal 2026 forecast was unchanged at 2.5%, and fiscal 2028 stayed at 2.0%. The bank expects core inflation to rise to a level clearly above 2% in the first half of the projection period, driven by oil, higher prices for semiconductors and other items, and a weaker yen. It then sees inflation easing toward around 2% as the effect of high oil prices fades. Its projections assume Dubai crude falls from around $105 a barrel to around $70 by the end of the forecast period, and they exclude the effect of a proposed cut to the consumption tax on food.

Growth forecasts were little changed, with real GDP seen expanding 0.7% in fiscal 2026 and 2027 and 0.8% in fiscal 2028. The bank expects the economy to keep growing at a slower pace this fiscal year, as higher energy costs linked to the Middle East weigh on activity, supported by government measures and AI-related demand.

The policy board voted 8-1 to hold rates. Board member Hajime Takata dissented, proposing a hike to 1.5% on the grounds that with underlying inflation at target, the bank should speed up moves toward the neutral rate. No board member dissented in favour of a cut, removing a risk flagged ahead of the meeting.

The bank also unanimously agreed to more than double the pace of its ETF sales from January 2027, to about 860 billion yen a year on a book value basis from about 330 billion yen. That would shorten the time needed to sell its holdings to about 43 years from around 112.

Governor Kazuo Ueda’s press conference later on Friday, 0630 GMT, will be watched for signals on whether the 2% declaration opens the door to a hike in December.

This article was written by Eamonn Sheridan at investinglive.com.

The meeting delivered almost everything hawks had looked for: the 2% declaration, upside price risks, a higher inflation forecast and a dissent in favour of a hike, with no dovish split.
