The California EV vehicle rules are some of the most stringent.
What are those rules?
Zero-Emission Vehicle (ZEV) Sales Mandate
By 2035, 100% of new passenger vehicles sold in California must be zero-emission (battery electric, plug-in hybrid, or hydrogen fuel cell).
Intermediate targets:
35% ZEVs by 2026
68% ZEVs by 2030
Rule applies to automakers, not individuals (used gas cars can still be sold or owned).
Rules for Trucks and Commercial Fleets (Advanced Clean Fleets Rule)
By 2036, all new medium- and heavy-duty trucks sold must also be zero-emission.
Specific phase-in timelines apply to:
Drayage trucks (port trucks): 100% zero-emission by 2035
Last-mile delivery fleets, government fleets, and larger commercial fleets have earlier ZEV requirements starting in 2024–2027.
Charging Infrastructure Requirements
New multi-family housing and commercial buildings must include EV charging infrastructure.
California offers rebates and grants to install chargers at homes, businesses, and public locations.
Incentives & Rebates
Clean Vehicle Rebate Project (CVRP): Up to $7,500 off new EV purchases (income limits apply).
Additional local incentives may apply (e.g., utility company rebates, HOV lane access).
Programs prioritize low- and moderate-income buyers.
